python.d.plugin update ()

##### Summary
Fix: 

`python.d.plugin` updates:
  * remove `retries` option 
  * make `penalty` configurable (enabled by default, max is 10 minutes)

> Penalty will increase every 5 failed updates in a row. Maximum penalty is 10 minutes.
