Queries now support timeout as a query parameter.
A web log timestamp bug is fixed (by using timegm() instead of mktime().
web_api_v1 logsmanagement API is only available in debugging now.

* change the main loop of systemd-journal.plugin so that it registers functions before scanning files, pings netdata while scanning files and allows only 1 scan at a time
